What counts
Children prevented from CPS Involvement or Foster Care Placement, divided by all children of moms with a current Family Wellbeing Assessment on file.
Excluded
Children whose mom has no current FWA on file. Children in Temporary or Permanent Removal status. Prevented from Permanent Removal cases are also excluded from the numerator until the validation pathway is in place.
Known limitation
Deliberate undercount in service of data integrity. Teams familiar with the broader Prevention definition may expect a higher number; the gap is the Permanent Removal Prevention cases held back.

What counts
Moms whose composite Family Stability Score went up between her starting and most recent Family Wellbeing Assessment. The composite is the sum of 11 life-area domain scores (housing, financial, social support, education, child care, transportation, wellness, etc.).
Excluded
Moms with only one Family Wellbeing Assessment on file (no before/after comparison possible). Legacy assessments from the prior system are also excluded.
Interpret with care
Family Wellbeing Assessment capture is still ramping up across affiliates. Sample sizes are small and the rate can shift noticeably as more moms reach a second assessment. The direction is meaningful; the exact percentage may not yet be stable.

What counts
Any score increase between a mom's start-of-track and end-of-track learning assessment. Each track counts separately, so a mom completing two tracks counts twice. NPP scores come from the AAPI assessment (5 constructs); EP and RR scores from their post-track assessments.

What counts
Sum of child profiles linked to moms active during the period; only children the mom has legal authority over count. Child Welfare Prevention shows the same number as the KPI 1 numerator above, multiplied by $38,850 per child for the Estimated Impact Value.

Known limitation
Where a mom has no child count on file, the average across active moms is used as a proxy. The Estimated Impact Value uses $38,850 per child (per ĒMA white paper) and is an estimated, not confirmed, financial figure.

What counts
Each advocate appears in exactly one bucket, in priority order: Group Facilitator then Paired 1:1 then Waiting to be Paired then Taking a Break. The mom's pairing record is the source of truth and takes precedence over the advocate's own status.
Excluded
Activity events are independent counts, not a funnel. An advocate who trained and was approved during the period appears in both. Counts are derived from the current User record state, not event history; an advocate cycling through multiple states during the period reflects only her most recent state.
Known limitation
Some advocates are set to Active status with a "Taking a Break" sub-status as a coordinator workaround. The pairing-first rule handles this correctly. Group facilitator count and sub-status values need confirmation against live data before final publication.

County is derived from the mother's ZIP code via the Census ZCTA-to-County crosswalk. The free-text county field on the Mom record is no longer used — ZIP-derived county is the source of truth and reconciles cleanly with the Top ZIPs panel (every mom in a given ZIP appears in the same county).

Moms whose ZIP is missing or unrecognized fall into "Unknown" rather than being assigned a guess. Recent address moves are reflected — county follows the ZIP currently on file.
