Rate = children recorded as Prevented from CPS Involvement or Prevented from Foster Care Placement, divided by all eligible children. Prevented from Permanent Removal is deliberately excluded from the numerator until the validation pathway is in place.

What Counts
Children whose recorded outcome is prevention of CPS involvement or prevention of foster care placement.
Excluded
Prevention of permanent removal is held out of the numerator pending a validation pathway. Children in temporary or permanent removal are not counted as preserved.
Known Limitation
Eligibility relies on a current wellbeing assessment. A recent submission timestamp alone does not confirm a full re-assessment was completed.
